1. Terms of Use

1.1 What is Conta Ovos

Conta Ovos is an entomological surveillance tool that supports the work of agents to combat endemic diseases: recording ovitraps and egg counts, visits to blocks, strategic points and larvicide dissemination stations (EDL), in addition to automatic reading of straws through image recognition. It was created through the efforts of Fiocruz, CEFET-RJ and Mosqlimate (FGV).

The platform is maintained by the Oswaldo Cruz Foundation (Fiocruz), a public foundation linked to the Ministry of Health, which is the legal entity responsible for Conta Ovos.

The use of the system by a municipality presupposes that entomological surveillance is conducted in accordance with Ministry of Health standards. Conta Ovos records and organizes data; it does not replace the technical decision of the health service or national vector control guidelines.

1.2 Access accounts

The accounts are individual and linked to a municipality and a work group. Don't share your password: the records you create are associated with your user, and that's how the manager knows who collected each data.

The access level — municipal, regional, state or national — defines what data you see and change. Attempting to access data outside its scope, automating the use of the interface to extract data in bulk or interfering with the functioning of the system are conducts that lead to account suspension.

1.3 Responsibility for recorded data

Whoever registers is responsible for what he registered. Egg counts, coordinates, type of deposit and visits feed indicators used in directing vector control actions — a wrong data is not just a wrong number, it moves staff and resources to the wrong place.

The municipality is responsible for keeping its accounts updated, removing access from those who left the team.

1.4 Using the API

The system offers a public API, with data aggregated by municipality, and a private API, using an access key, so that a municipality's own system can send and consult its records. Use of the key is the responsibility of the person who received it. Details and limits are in API documentation.

1.5 Availability

We work to keep the system available, but it is not free from interruptions. The status of the components can be consulted at any time in the status page, which truly tests the system with each load.

2. Privacy Policy

2.1 What data does the system store

• From your account — name, email, nickname, municipality, group and access level.
• From field work — location of ovitraps, blocks, EDLs and properties; egg counts and straw photos sent; visits, deposits found and treatments applied; dates and epidemiological week.
• From third parties, when the agent registers — the name of whoever is responsible for the property where the trap was installed, and the address of the point. It is personal data and must be collected with the resident's consent, in accordance with national guidelines.
• Navigation — access and usage data aggregated by Google Analytics, used to understand which screens are used and where the system is slow.

2.2 What we use it for

Exclusively to operate the service: calculate entomological indicators, assemble maps and infographics, allow the manager to monitor visit coverage and improve the automatic egg counting model.

We do not sell data, we do not give it to third parties for commercial purposes, we do not create profiles of people for advertising and we do not use your data for targeted marketing.

2.3 What is public

Some of the data is published on purpose, because surveillance information has public value: the heat map, infographics, downloadable files and public API show counts and indicators aggregated by municipality, region and state.

These public views do not include the name of the resident, full address or identification of the agent who collected the data. These fields only appear for those who have an account with access to the corresponding municipality.

2.4 Who accesses inside

Access is limited by the geographic scope of the account. The Fiocruz technical team that maintains the system accesses data only when necessary to operate it and correct problems.

We do not transfer data to third parties, except when there is a legal obligation or court order.

2.5 How long do we keep

Field records are kept as a historical series, because it is the comparison over the years that gives meaning to an entomological index. Account data is retained for as long as the account exists.

2.6 Security

Traffic is encrypted, passwords are saved with hash and salt, and access to the bank is restricted. No system is immune to incidents: if one occurs and there is a relevant risk, we will notify those affected and the competent authority.

3. Your rights and how to exercise them

The General Data Protection Law (Law No. 13,709/2018) guarantees you to confirm whether we process your data, access it, correct it, request anonymization or deletion of unnecessary data, know who we share it with and revoke consent.

3.1 Data under the responsibility of the municipality

Surveillance data is collected by the municipal health service, in the exercise of its legal competence, and Fiocruz processes it on behalf of this service through Conta Ovos. Requests about a specific field record can therefore be forwarded to the corresponding municipality.

3.2 Changes to this policy

This document may be updated. Relevant changes will be announced in the system, and the last updated date at the top of this page always indicates the current version.
